Failed to obtain agreement to reversal as in your paragraph 6 and also specifically to the points in your paragraph 4 but it is understood by the Americans and Chinese that Port facilities for Port working and rehabilitation must have priority.

Obtained agreement that Admiral Harcourt should have the use of all shipping, equipment etcetera he required and that final disposal of Japanese shipping, equipment etcetera should be subject to future agreement by power concerned. Also suggestion of time limit for handing over M.T. was dropped.

The surrender of Japanese Forces on Hongkong Island to Rear Admiral Harcourt is to take place as soon as practicable following the overall Surrender at Nanking of Japanese Forces within the Generalissimo's Areas of responsibility.
